An appendix from a larger report on legal and ethical issues related to HIV/AIDS. It provides a list of recommendations, including the need for governments to change the current legal framework from a punitive approach to a harm reduction approach; to make needle exchange programs and methadone maintenance programs available; to provide drug users with access to drugs while they are in the health care system for HIV; and to provide unbiased information to the public about harm reduction and illegal drugs. Other recommendations direct health care professionals to adapt HIV therapeutic regimens and provide equal and humane treatment to drug users.
