Summary:
Reviews the 1998 federal budget and suggest alternatives toward greater equality in Canadian society. With regard to housing policy, recommends non-profit and cooperative housing, and further that the management of federal housing programs be transferred to these community-based organizations. Additionally recommends a National Housing Retrofit Program and a National Information Centre for Housing Alternatives.
