This report is intended to promote the principle of consumer participation in the health care system and proposes measures to support the development of this principle. The report highlights: the need for increased consumer control of all aspects of service delivery; the fact that legislation and policies governing long-term care are inadequate or non-existent; and the need to recognize and address the impact of HIV/AIDS on the healthcare system. Recommendations include recognizing HIV/AIDS as a disability issue; legislation and policy governing long-term care; and the examination of models which would allow greater consumer participation in long-term service delivery.
