Summary:
This publication is critical of the City of Vancouver's Downtown Eastside Revitalization Program and Vancouver Agreement. It proposes and describes 8 alternative measures, including ensuring the DTES remains accessible to low-income residents; conversion and demolition control by-law for hotels; zoning for community goals; building equity through land trust; increasing standards of management; housing reflective of community diversity; and rent stabilization for SROs.
