Compares the 'cost-effectiveness' of non-profit vs. market housing, based on BC experience 1977-1996. Produces findings with regard to rent and subsidies. Summarizes the theoretical literature and the policy debate. Finds that private rents rise faster than non-market rents and that the non-profit approach has been most effective in terms of assisting families in need overall.
