Summary:
The Greater Vancouver Regional Steering Committee (RSCH) was formed in March 2000, under the federal government's National Homelessness Initiative (NHI), Supporting Communities Partnership Initiative (SCPI). Its primary objective was to develop a Regional Homelessness Plan to provide a region-wide framework for community based programs and services that address homelessness and its root causes. This draft Plan identifies urgent priorities and a series of other problems and service gaps that need to be addressed to alleviate homelessness in the GVRD. Key statistics are presented to illuminate shortcomings of current housing, employment and social programs policy, service and housing needs of the population. Policy statements and strategies for action and change are provided for each key issue identified.
