Summary:
This paper addresses concerns that people living with HIV/AIDS have with the present system for monitoring the effects of drugs after they have been licensed for sale. The paper includes a description of the system, definitions of key terms, and a summary of existing reporting, systemic, and programmatic problems. The authors recommend a consumer-centred, easily accessible, open and transparent process that respects individual confidentiality. The authors include recommendations to make the system more responsive to consumer needs.
