Finds that the problem of homelessness worsened in British Columbia in the eleven years between this conference and Habitat, the United Nations Conference on Human Settlements in 1976, where Canadian governments were forced to recognize the crisis in human settlements. The British Columbia government offered little response to the concern of participants regarding a crisis of homelessness in BC. Includes keynote addresses from Stephen Lewis, Canadian Ambassador to the United Nations, and Seno Cornely, Vice-President of the International Council for Social Welfare. Also includes seven background papers, discussing the international context, defining homelessness, factors contributing to homelessness, the social welfare system, housing policy, temporary shelter, and solutions.
