Different courts in Canada have found that addiction, whether to legal or illegal drugs may be a form of handicap or disability. This suggests a number of opportunities for strategic legal action to help ameliorate disadvantages faced by person with drug addictions. Considering this legal situation the memorandum suggests that anti-discrimination legislation may be useful to resolve these problems. Based on the analysis of existing legislation and case law, the memorandum explored the opportunities to expand the scope of human rights legislation to afford previously unrecognized protections to persons with drug addictions.

This paper examines hallmark event-related evictions, community action and housing rights in three Canadian cases - Expo '86 in Vancouver, the 1988 Calgary Winter Olympics and the rejected proposals for the 1996 Summer Olympic games in Toronto. The study takes into account the common frame of reference for research and dissemination of information on evictions and the right to housing. While the study focuses on housing issues, an effort was made to set the discussion of housing impacts in a broader economic, cultural and political context.

The report recognizes that prior to 1970s there existed virtually no research on women with substance use problem and virtually no gender specific treatment programming. Recognizing that the report reviews the programs that were developed since 1970 and attempts to analyze the gaps between women's needs and the available services. The purpose of this report is to outline concerns and opportunities for maintaining and enhancing a system of care for women with alcohol and other drug problems or at risk of developing such problems and to make recommendations to the Minister on the role of Ministry in acting on these concerns and opportunities.

The workshop brought together 10 researchers to share what has been learned about homeless women and homeless women with mental illness through ethnographic research; make recommendations for service delivery; and focus on the unique and important contributions that ethnographic research can provide in learning about and better serving this population. The report provides an overview of the colloquium, discusses the participants' studies, summarizes the issues relating to the population, and provides recommendations for future ethnographic research and improved service approaches. Included in this report is a discussion of the antecedents of homelessness for women, their social support networks, issues pertaining to their mental health, and their interactions with service systems.
