Summary: 
Article originally published in academic journals about drug policy in the United States. The author counters the popular belief among drug law reformists that increasing the amount of treatment programs for addicts will reduce levels of addiction and be of benefit for addicts from disadvantaged groups. By comparing what has happened with the increase in alcoholism treatment in the US, he makes the argument that promoting more drug treatment will in fact support moralistic and coercive approaches to drug use; will result in fewer social welfare services for marginalized addicts; and will not reduce overall substance abuse rates.

The Greater Vancouver Regional Steering Committee (RSCH) on Homelessness was formed under the federal government's National Homelessness Initiative (NHI), Supporting Communities Partnership Initiative (SCPI). This bulletin announces that the RSCH has produced a new regional plan to alleviate and prevent homelessness in the Greater Vancouver region. It provides an outline of plans for emergency, transition, supportive, and independent housing; employment policy and income assistance; and support services like outreach, drop-in centres, health services, and substance use services. It provides a list of next steps in this implementation process. Switzerland's Heroin Experiment

Article about a Swiss program which began to provide hard-core drug users with medically prescribed and monitored heroin, in 1994. Preliminary findings from the program included the fact that addicts' health improved but also that heroin prescription needs to be accompanied by social-psychological support measures. The Swiss government responded by expanding the program to include these supports. The author predicts that, as a harm reduction strategy, prescription heroin programs will be more effective at reducing the social, health and economic costs of drug use than the USA's "war on drugs".
