Position paper arguing against the initiation of video surveillance (closed circuit television / CCTV) in the Downtown Eastside of Vancouver. It argues that the Vancouver Police Department's goals of crime prevention; more accurate court convictions; and community development will not be met and that the benefits of CCTV would never justify the infringement on personal privacy that CCTV involves. Instead of crime reduction, the DTES would likely see population displacement. There are major problems with using video to identify suspects and match other police data to video images. CCTV is also very expensive for taxpayers, and the level of crime in Vancouver does not warrant such spending.

Rescind Welfare Time Limits!

Activist / advocacy pamphlet opposing a recent policy on time limits on welfare. Beginning April, 2002, all people on welfare who are considered "employable" are limited to 2 years of income assistance out of every 5 years. Unlike in the US, in BC there are no support, training or transition programs to help people who hit their time limit. Welfare time limits violate people's rights to a decent standard of living and will increase poverty and homelessness. Workers should care about these issues because welfare time limits are designed to force people to accepted very low wage jobs - this can ultimately undermine working people's bargaining power with employers.

This paper was presented by the authors at the International Think Tank on Reducing Health Disparities and Promoting Equity for Vulnerable Populations, held Sept 21-23, in Ottawa. The paper reviews existing research on homelessness in Canada, within three broad areas: risk factors for homelessness; health and quality of life among the homeless; and interventions to reduce homelessness and improve the health status of homeless persons. The literature review identifies gaps in knowledge and identifies future research topics and strategies for carrying out research. This includes discussion of the roles that stakeholders (service providers, professionals, governments) can play in future research activities.
